(http://www.bountysource.com) a friend of mine here in philly runs it, and its gotten some notice in the OS community as well as the ajax community, particularly for a homebrew SVN browser that they released not only as a project but as a rails plugin. they're hosting some cool projects, and the whole "bounty" concept (i wont spoil the fun of reading their docs), i think, is great for motivating user-driver software enhancements. are you aware of bountysource?
