I’ve been reading some more about that. It looks like some of the articles that are popping up are slightly mistranslated. A part of the reason this is getting enacted is to reduce free filesharing, which happens to be open source. The filesharing part somehow gets lost. However, in the long run, this will severely hamper open source projects of the legal variety.
